Exclusive: YouTube Approved Ads Promoting Disinformation on India’s Election

A recent investigation by rights groups Global Witness and Access Now, shared exclusively with TIME, uncovered YouTube's approval of numerous ads promoting voter suppression and inciting violence ahead of India's upcoming election. Scheduled between April 19 and June 1, India's election is pivotal, given its status as the world's largest democracy. The outcome will determine Prime Minister Narendra Modi's political future, posing a significant test for social media platforms' ability to combat election disinformation, amidst industry-wide job cuts.


In a bid to assess YouTube's capacity to curb disinformation, Global Witness and Access Now submitted 48 ads containing prohibited election-related content. Written in Hindi, Telugu, and English, these ads received a 100% approval rate within 24 hours, prompting withdrawal before publication. This experiment suggests YouTube, owned by Google, may be inadequately addressing the spread of paid disinformation, particularly concerning one of the year's most significant global elections. Namrata Maheshwari, senior policy counsel at Access Now, expressed surprise at the findings, highlighting a broader issue of neglecting global concerns within YouTube's enforcement framework.


In response, a Google spokesperson defended the company's approach, asserting consistent global policy application and disputing the report's methodology. However, concerns persist regarding YouTube's efficacy, especially given its vast user base in India, exceeding 450 million. Despite offering sophisticated advertising tools, YouTube's approval of ads containing false information aimed at voter suppression raises significant ethical concerns. Moreover, the report highlights a growing disparity in platform enforcement between regions.


The report's authors contest Google's rebuttal, emphasizing the potential damage once ads go live, particularly in a fast-paced election cycle. Recent layoffs in YouTube's trust and safety division, coupled with Alphabet's overall reduced workforce, raise further concerns about resource allocation for content moderation. Access Now and Global Witness urge YouTube to intensify efforts to counter disinformation before the Indian election commences, emphasizing the need for equitable enforcement across all countries and languages. They advocate for a comprehensive evaluation of YouTube's ad approval process and increased resources for content moderation, backed by an independent human rights impact assessment. The urgency of these measures underscores the rapid dissemination potential of online ads, amplifying their impact on voter behavior.
